Compulab has just introduced a new small PC series called fit-PC2. It is being advertised as world's smallest PC with dimensions of 4" x 4.5" x 1.05". This is being priced between $245 to $396 depending upon configuration and features a Intel Atom 1.6Ghz processor  1 GB of RAM, 2.5" hard drive, miniSD slot, WiFi, 6 USB 2.0 ports and HDMI output.
