its obviously a fake - its appears to be in London in front of the houses of parliament - I think we would have heard about this if it happened!

Rumpole is right, I work in london and at no point has that happened, they could keep it a secret I guess but theres no way that they could do that and not have an affect on those who travel into the city. Its a very clever fake!!!
